Abstract

Based on the title of 「Foreign Aid and Transformation of Medicine and Public Health after the WWⅡ in Taiwan」, this study aimed to investigate the medical works in Taiwan engaged in by international organizations during 1945-1971. Three perspectives, including the origin, formation, and implementation of 「foreign aid」, modification of the medical health systems, and feedbacks from the Taiwan society, were the focuses of this study. Through this research project, the author expected to establish a database of Taiwan』s post-war medical history. Medical aid data archived by Council on US Aid (CUSA), Joint Commission on Rural Reconstruction (JCRR), Department of Hearth of Provincial Government, The Second Historical Archives of China in Nanjing, Rockefeller Archive Center, and National Archive Bureau were collected and reorganized to establish a primary database. This database could serve as a reference for the studies on Taiwan』s post-war medical history. This study also presented the transformation process of Taiwan』s medical health system. In addition to an in-depth investigation into the difference between the medical systems of the US and German-Japan, this study also examined when new medical systems or concepts were transferred to Taiwan, how the receiving citizens and society reacted and how the new systems or concepts were adaptively modified. In other wards, the transformation of Taiwan』s post-war medical health could not be simplified as an evolution from the German and Japanese systems to the US system. Instead, it was a unique product formed under the intertwined effects of the medical heritage during the Japanese occupation era, Mainland China』s phenomenon ofconcord, and post-war foreign aid. Finally, the meaning of foreign aid and cooperation was also reviewed. This study attempted to reconstruct the meaning of WHO』s and UNICEF』s aid to Taiwan, with a stress on the impact of WHO』s 「parental」 style on Taiwan』s post-war medical health. Meanwhile, the foreign aid provided by local medical experts was discussed.
