Abstract
In 1989, various types of foreign workers are introduced to meet the labor shortage in limited trades and quantities in Taiwan. However, it is controversial whether Taiwan authority should be proactive or restrictive when introducing foreign labors. The opponents believe that it causes an increase of structure unemployment in the long run since foreign labors squeeze the employment opportunity of domestic labors. On the other hand, the approvals think that foreign labors are complements of domestic workers. Its introduction, therefore, efficiently reduces firms' costs, then decreases the possibility of industry transferring abroad. Therefore, the employment possibilities of domestic labors would then be increased. Because of its unclear impact, this project is going to analyze the overall impact of the introduction of foreign labors through three aspects: social care, labor market, and economic development. Specifically, this project is going to study (1) the impact of the introduction of industrial foreign labors on the employment, (2) on industry transferring abroad, and (3) on economic development; and (4) the impact of introduction of foreign caretakers and foreign brides on health outcomes of Taiwanese elderly, and (5) on the employment of domestic caretakers.
