Abstract

In this proposal, we give a detailed survey in the related literature in the specific and ad valorem taxation issue. These researches can be separated into two branches. One can be classified in the field of industrial or public economics; the other can be classified in the field of international trade theory. We indicate that firms’ R&D activity and demand uncertainty have not been concerned in the issue studying the Pareto Ranking between specific and ad valorem taxation until now. Considering firms’ R&D activity and demand uncertainty, we bring up a two-year proposal. We will study how these two factors affect the Pareto Ranking between domestic specific and ad valorem taxation in the first year and how these two factors affect the Pareto Ranking between specific and ad valorem tariffs in the following year. The results of this proposal should have some contributions on the related theoretical studies.
