This invention is about a metallic surface processing hydrous solution and the method used to remove the surface oxide layer of stainless steel. 0.1 ~ 2 g/L carboxylic acid, 4 ~ 40 g/L chloride ions, 4 ~ 40 g/L nitric acid ions, 10 ~ 100 g/L fluorine compounds, and 5 ~ 50 g/L additive are added into water to form the metallic surface processing hydrous solution. The solution can be applied by a chemical spraying or soaking process to remove the surface oxide layer of welded stainless steel. This invention not only can simplify the manufacturing process to remove a surface oxide layer but also can fulfill the requirement to improve the quality of work pieces.
