Disclosed is an access control and management system, which cooperates with an established information look-up structure for performing permission verification to a first user based on a first identity information of the first user, a first personal confidential information of the first user, and a first document identity information corresponding to a first cipher-text file. The first personal confidential information is discretionary to the first user. If the first user passes the foregoing permission verification, it indicates that the first personal confidence of the discretion is correct, and thus the user possesses the right associated with the first cipher-text file. In other words, other users who do not possess the correct first personal confidential information do not have the right associated with the first cipher-text file.
